setprop command line argument for adding a specific jalview configuration property

      Description

      setprop was a commented out CLI option intended for convenience when running Jalview in batch mode when just one property value needs to be changed and it isn't worth passing a whole properties file via -props.

      This could be reenabled in JalviewJS for convenience - ultimately should also be implemented via a javascript call.
