file format translation service

This service should provide the 'last ditch' attempt for jalview trying to parse a file into something it can open as an alignment, annotation, or both.

The service should take the file to be parsed, and return Jalview XML (or optionally a simpler 'archive' of flat files, including an alignment, one or more trees, an annotation file and a features file for import into the applet).
