Drag left/right on an annotation can scroll alignment down

Dragging out of the annotation panel on an annotation starts a scroll thread and passes the mouse position. If the annotation y-position is below the height of the sequence panel, sequences are scrolled down. This action should only scroll left or right based on x-position.
