Scroll doesn't stop on mouseUp after drag out of Scale or Annotation Panel

      Description

      Dragging left or right out of the sequence, scale or annotation panel starts a thread that scrolls the sequence panel. The scrolling stops on mouse released after dragging out of the sequence panel, but not after dragging out of the scale or annotation panel.
