      Description

      For each release of Jalview,
      - check for any Ensembl REST api changes at https://github.com/Ensembl/ensembl-rest/wiki/Change-log
      - make any changes needed / raise new issues for Jalview as required
      - check version reported by
        http://rest.ensembl.org/info/rest?content-type=application/json
        http://rest.ensemblgenomes.org/info/rest?content-type=application/json
      - update version numbers coded in EnsemblRestClient constants
        LATEST_ENSEMBL_REST_VERSION
        LATEST_ENSEMBLGENOMES_REST_VERSION
