Annotation panel set too high when annotation added to alignment view

Annotation panel is set too high when annotation/added/removed so sequences are not visible. With the new mouse pointer based indicator for adjusting annotation panel height it seems even harder to grab divider when this happens, due to to mouse pointer not reliably changing to indicate that the panel can be pulled down.

Workaround is to resize the view window.. that seems to reset the annotation panel height to show sequences.
