Trackpad scroll right or down is broken in Java >= 1.8.0u152

      Description

      Scrolling down or to right with trackpad is slow, and a single horizontal sweep gesture to the right or down in a large alignment results in the scroll slowing and going in the opposite direction.

      Possibly a bad merge in the SeqCanvas.propertyChange handler (there's been lots of churn here, and at least one bad merge already)
