Total annotation panel height not readjusted after click-dragging vertically to adjust row height

Affects all versions of Jalview to date.

Click dragging vertically on an histogram or line graph adjusts its height. However, increasing the height of annotation at the bottom of the panel can result in it being clipped - since the total vertical extent isn't adjusted for the increased height.
