Prioritise one link template over others when choosing which URL to open when double clicking

      Description

      JAL-2316 and previous issues introduced a new URL link architecture for generating URL links for a sequence's ID and accessions.

      Currently, this architecture means that double clicking on a sequence's ID will only open a link iff a matching SEQUENCE_ID template link is enabled and marked for use when the user double clicks.

      Previous versions of Jalview honoured the ordering of links, and the first *matching* link encountered would be the one that would be opened. Priorities need to be added to the URL links datamodel to reimplement this model, and reinstate the 'open the first best link for this URL' functionality.
