fixed width ID panel textbox greyed out when auto width not enabled

The fixed width setting in the 'Output' panel of the preferences is not enabled when the preferences panel is first opened, even though the 'auto id width' setting is shown as disabled. To enable, one has first to toggle the auto-id-width switch.
