tokens for replacing version/release dates in source

Git doesn't have a standard model for replacing versions/dates in source files, so we dropped the old CVS token replacement system. However, it's easy to roll our own date/version stamper during the tarball process.

Tokens for replacement in source/documentation are as follows:
$$Version-Rel$$ - Version String
$$Year-Rel$$ - Year of release
