Empty tooltip shown for JABA service options with a link but no description

JABA services with options like the following:

<options><name>KABAT</name><description></description><optionNames>-m=KABAT</optionNames><furtherDetails>prog_docs/aacon.txt#KABAT</furtherDetails></options>

give a tooltip with no content, when they should include - at the very least - a 'right click for further details' link.
