annotation panel not given a scroll bar when sequences with alignment annotation are pasted into the alignment

Copy and pasting a sequence with associated annotation rows (e.g. a jpred prediction) into the same alignment does not result in the annotation panel's scroll bar being adjusted to fit the new annotation. The only way to get the height to be set correctly is to toggle the 'scale label to column' option on the annotation.
