simpler JABA web services menus

When multiple JABAWS servers are available, the web service menu becomes large, because each server has its own entry for the services it provides. However, the ease with which a user can pick a particular instance of a service is not really the major factor, since the majority of users will not work with more than one JABAWS server.

Instead of providing menu entries for every server's service, the menu should provide the minimum required for the current context (alignment/selection to be submitted), and an additional option to allow the user to switch to a different JABAWS server if desired.
