      Description

      the picr soap service is embedded within the jalview.ws.DbRefFetcher method.
      It could be used to attempt to resolve database references (or recover based on exact sequence match) when nothing else has worked.

      A query algorithm is required to efficiently use PICR within the DBRefFetcher model.
