Provide incremental vertical scroll of wrapped alignments

      Description

      Currently (2.10.2) wrapped alignments can be scrolled:
      - vertically in discrete steps (drag/click vertical scrollbar), one width's worth at a time
      - horizontally in continuous (column) steps, using trackpad or Overview box

      For completeness, it would be good to also support continuous up/down scrolling using the trackpad or Overview box. This would only arise for an alignment that does not fit into the height of the visible window.
