Ensure modal dialog queue is used for all modal dialogs

The modal dialog queue prevents input focus conflicts on certain operating systems, when the dialog that has input focus is obscured by non-modal dialogs that may have been placed in different layers. Typically, these dialogs appear on top of the desktop window, but below the jalview news window - which should always be shown or lowered before any desktop error dialogs are shown.
