Create a generic swingjs gradle plugin to perform jalviewjs tasks

All tasks performed by gradle to build jalviewjs could be migrated into a gradle plugin, allowing jalviewjs transpilation configuration to be simpler (although all the "complexity" gets put into the plugin), and would allow the plugin to be used by other java swing applications relatively easily.

The "simpler" configuration means focus on the important configuration that may want to be varied.
